A mousetrap has a very specific function: The crossbar and the spring create enough force over a small enough space to shatter a rodents spinal cord. This is, of course, more than is healthy for a human penis.

Not saying you couldn't work with a similar device..... Perhaps a mousetrap with the spring bent back to provide less force. Or something that will spring-load a riding-crop type head to smack your unfortunate member (with no risk of severing any blood vessels).
