Can anyone explain why the person doing the whipping will stop from time to time to touch and feel the skin at the punishment site.

Often they're stroking to relieve a little of the pain so it doesnt become too intense. I beat my sub from gentle strokes to a few short, really harsh ones- after that ill smooth the skin, rub and massage a bit to diffuse the pain a little so i can repeat the exercise without it becoming really nasty.

also helps that ''pink arse'' thing.

You can also help judge the extent of welts and bruising if skin tone and lighting is being uncooperative.
